This fixes a major source of documentation headaches by warning properly when a reduce function needs to be redesigned.

Includes better error handling for query_servers in general.

In progress: still needs an override flag for those who want to break the rules. I'm putting this down for now but it's almost done. If someone picks it right up it'll be easy to get the rest of the tests passing I hope.
