I looked all around and I could not find a dependency.  There's a no-prototype dependency
on access(fname, 0) in the tidy code, but that is not defined in io.h.

There are two <io.h> includes in the w3c-tidy-html5 code, one in config.c and the other
in tidylib.c (down in the middle of the file!).  But these reveal nothing when compiling with
the include <io.h> commented out.

I gave up at that point.  There were no linker complaints.
