FYI, there's quite a list of similar problems reported (CB-13637, CB-13503, CB-13589, CB-12918)
going back as far as June 2017. Unfortunately, it doesn't look like it'll be fixed anytime
soon. A (dirty) workaround that works for me with cordova@8 is to define the plugin specs
in config.xml (without 'file:' prefix), but not in package.json.
