As I understand it this is exactly how it is supposed to work. The platforms should work by
being downloaded and extracted, nothing else. 
`package.json` might contain pretty loose definitions of the dependencies, but during a release
these are pinned down and teste, then packaged up for release.

If you wanted to change any of that, you would have to start with a discussion in the dev
mailing list to find out why it is that way and if and how this might be changed.
