Yes, Win10 referred to UWP, as `cordova-windows` is the base for both Windows 8.1 and Windows
Phone 8.1 - and also Windows 10 UWP apps.

The UWP code also contains mentions to WinJS (or at least the tooling used to create and fill
them), so I was just curious to understand what your suggestion would apply to.

My current understanding: UWP still uses it for smaller things via npm (and copies it to `www`),
8.1 uses it via SDK.
