so, phonegap 6.5.0, uses older style of fetching (not cordova-fetch) under the hood

this method doesn't run `npm install` under the hood. Instead it runs `npm cache-add`. This
requires us to checkin `node_modules` into git (for installing via gitURL) and add the module
to `bundleDependencies` in `package.json` so it gets bundled into npm release. Looks like
cordova-android@6.3.0 did the checkin to git but didn't add it to `bundleDependencies` in
`package.json`. https://github.com/apache/cordova-android/blob/master/package.json#L40

possible solutions for you for now:
1) update to phonegap@7.0.1. This uses cordova-fetch by default and won't have this problem
since it runs npm install under the hood
2) update your engine tag to pull android from git instead of npm. `<engine name="android"
spec="https://github.com/apache/cordova-android.git#6.3.0" />`
3) Not tested, but may work, use nofetch flag when you run prepare `phonegap prepare --nofetch`

once cordova@8 lands, we won't be bundling deps in git or in package.json as we are dropping
the old fetch method. It is recommend you update
