Console plugin doesn't modify any behavior on Android.
I've checked the adb logs in Android Studio and was able to see my console.log() message there.

OR cordova-plugin-console in Android are broken (when using cordova plugin add command with
npm). No console.log messages are received in logcat in Eclipse (or in output window in Android
Studio). If I build with cordova platform add android@3.6.3, console.log message work....
This is a development show-stopper as we rely on console logging to debug our Android App
(sometimes the compiler reports breakages many lines away from the actual problem and console
logging helps a lot). We also use Android InApp Billing which means Ripple or HTML5 debuggers
also do not allow an adequate test environment. This bug is preventing us from going past
Cordova Android 3.6.3 and having the benefits of the security patch addressing CVE-2015-1835
