    Resolution: Incomplete

I'm going to keep the more precise ticket open, but the file:// limitation is caused by sharing
file URIs across Intents, which is Cross-Process communication.  Since the File API and InAppBrowser
both don't do this (InAppBrowser uses a WebView inside a dialog box, which is odd, but not
a separate process), I'm going to close this because we don't have a repro case for both of
those, and keep the issue that it's related to open, because I still need to merge the API24
branches back into master for a 6.0.0 release of Cordova-Android.
