found a workaround for ant, by explicitely set the env.PWD:

For Example:
{noformat}
<exec executable="cordova" failonerror="true" dir="${cordova.dir}">
    <env key="PWD" value="${cordova.dir}"/>
    <arg value="platform"/>
    <arg value="add"/>
    <arg value="ios"/>
</exec>
{noformat}
