With a small project, skipping the prepare step makes launching the app in VS about 1s faster
(7s -> 6s) on an average-spec dev PC. It will save even more time with a larger project
that has many HTML/JS/resource files that would be re-copied during the prepare step.

This is one of a few things we're working on to streamline the dev inner loop of Cordova projects
in VS. (Most others don't require changes to the Cordova runtime.) Saving seconds here and
there can really add up.
