I can confirm that this bug still exists on
Android 6.0.1
Cordova 6.1.1
Cordova Android 5.1.1

<input type="file" accept="image/*;capture=camera">

If you click this on chrome for android, it will give you the choice, camera, file list etc.
If you click this when the same code is wrapped in a cordova wrapper, you can only select
from library. I think the priority should be raised on this bug since I'm sure other people
are using the same codebase for the web and apps as I am. Using the camera plugin in this
case is not an option.
