Joe Bowser resolved CB-9069.
----------------------------
    Resolution: Won't Fix

Ah, OK, got it.

The difference between the two tests is that the WebView is loading CSS for our hello world
sample. When I replace it with an HTML page with just a text input like what you have for
a second test, it works fine.

This seems to be a rendering issue with this version of Android System WebView. The good
news is that you can upgrade it, the bad news is that everyone has to upgrade it. :/

I'll probably write a blog post about this being weird, because people love Chromium quirks,
but since this is actually a Chromium bug, all we can say is use Crosswalk or upgrade your
WebView.
