Jesse MacFadyen resolved CB-8674.
    Resolution: Invalid

It is possible to get the launch arguments from the context of a plugin.
Here is a plugin that demonstrates it:

cordova create /c/SomeApp
cordova platform add windows
cordova plugin add

In your apps deviceready, you can call upon the plugin, which has cached the info.

    var args = launchArgs();
    console.log("LaunchArgs are :: " + JSON.stringify(args));
