Propose to filter rules on Windows platform and apply **https** urls only. Others must be
ignored with corresponding warning message in console, for example

Access rules must begin with 'https://', the following rule is ignored: http://whatheaders.com

 Windows 8.1 and Windows Phone 8.1 targets which we recently added support for support https
only so we have the following build error as a result.
