The Android WebView is an externality that may developers don't want to depend on.  This has been an ongoing pain point.  That being said, we want to keep the web open, therefore instead of working on our own WebView, we should allow an interface for third-party layout engines to be able to be bundled with Cordova, or to be used by Cordova.

This includes projects such as Crosswalk and GeckoView.

Currently a PoC exists here: https://github.com/infil00p/cordova-android/tree/pluggable_webview
