In theory you could achieve your larger goal including the runtime dependency (not in package.json) for cordova-app-hello-world that gets downloaded at "cordova create" time. Yes, it's messy in its current form. I think that with a small amount of refactoring and a couple small enablement pieces, this could be much easier.
