The first time you create a project these files are downloaded, and your pull doesn't describe
how to overcome that.

Correct. In theory you could achieve your larger goal including the runtime dependency (not
in package.json) for cordova-app-hello-world that gets downloaded at "cordova create" time.

Yes, it's messy in its current form. I think that with a small amount of refactoring and a
couple small enablement pieces, this could be much easier. It's unreasonable that you should
need to clone the NPM registry to your own internal servers.
