It is the one that travels with the project ie $PROJECT/.cordova/config.json

This is basically the first step in treating platforms folder as a build artifact. I think
with this information CLI can just recreate all the platforms.

I have opened up this one separate from a larger expand/squash request because JBoss tools
is already able to do those and needs a common place to capture metadata.
