This issue is iOS specific (ios6 and 7)

Symtoms (not connected to xcode - this is run directly from device):
1. run app first time - everything works ok (usually) -- watchPosition runs, clearWatch works,
camera and other plugins work as expected
2. kill app 
3. run app again - the app starts the watchPosition but it seems to hang and now camera and
other plugins won't work. The call to camera is ignored (see next step)
4. suspend app and then restart app - the camera dialog now appears without the user touching
anything.  The call to camera was somehow blocked until resume

The same thing happens with inAppBrowser and other plugins - calls are ignored, but then runs
on resume.

The issue seems specific to watchPosition.  It doesn't occur with getCurrentPosition.

This started in PhoneGap 3 - both with xcode 4 and xcode 5.
