I was having a similar issue to Lisa, on a Win 7 machine, the emulator opened successfully
but did not install the app onto the AVD. I checked and I was running an Oracle JDK (was not
having the security issues.) It turns out the problem was that the emulator was opening an
AVD based on Android API level 8 (Android 2.2), but the sample Cordova app's AndroidManifest
had min-target-sdk=10 (Android 2.3.3). Once I updated the AVD, "cordova emulate android" would
successfully open the emulator (and, after a few minutes) deploy the app. 

The only time I ever saw an error message was in the terminal, a few minutes after the emulator
had opened: 

Starting Intent < act=android.intent.action.MAIN cmp=com.example.hello/.HelloWorld >
Error type 3

Looks like a slightly different issue than Lisa's, with the same symptoms; documenting it
here just for completeness. Maybe it would be nice to include a check for your AVD's SDK version
and print a warning if it is too low.
