This is already mostly handled. CLI should now be using util's findPlugins rather than directly
reading the plugins dir. It filters out .svn and CVS directories, and any non-directories.

If there are any CLI operations that are still failing because of this, reopen this and I'll
make sure those ops are using the right utility functions instead of doing things by hand.
