Found when trying to write tests for Cordova's splashscreen

For the neglected use case where we use CordovaWebView as a component in an application, we
don't support individualized configuration for each of the views.  This means that each view
has to load all the plugins for each of the views, even if they don't need it.  This also
means that each activity that has a view will also share preferences.  This is glaringly obvious,
namely when you look at adding a splashscreen.
