Thanks to Michael Brooks' suggestion, I'm now able to create a new cordova-cli project with
a custom start page by way of pre-creating the config.json file with the right www lib set.
 However, I'm finding the cordova-cli halts fatally if it finds that there is no index.html
file inside the www/ dir.

For mobile-chrome-apps however, we set a different default page by changing config.xml with
a plugin.  As a workaround, I've just added a dummy index.html for now, but I would love to
see this check just be removed.
