This one has two problems:

1. the plugman implementation of <engine> checking (i.e. is the version of your cordova
application compatible with the requirements of the plugin?) incomplete. I will try to address
that issue in this thread.
2. there are issues with running the underlying {{version}} script outside of the directory
of the android project. I've filed CB-3948 to keep track of that issue.
