I've created a plugin that provides a getDirectoryForPurpose function as described above.
 It can be found [here|https://github.com/MobileChromeApps/chrome-cordova/tree/master/plugins/directoryFinder].

It supports Android and iOS; other implementations are welcome.

I'm not sure what the next steps should be.  I imagine it's fine to leave it where it is,
and it will be discoverable in 3.0 with the plugin universes etc.
