FOUND IT! It appears that mobile-spec for 2.8.0 doesn't work on ICS for some reason.  If I add a version number and throw the same script in the Mobile-Spec used for 2.7.0, it does work.  This is a bug that we probably can't fix, but can at least mitigate.  I'm going to investigate further and see what exactly breaks things.
