    Bump up minimum deployment target to iOS 9.
    ### What testing has been done on this change?
    `npm test` and also created a new project with the cordova-ios platform that includes
this change, and built for both device and simulator.
    ### Checklist

    - [X] Commit message follows the format: "CB-3232: (android) Fix bug with resolving file
paths", where CB-xxxx is the JIRA ID & "android" is the platform affected.
