    1. Yes, it still works, because this relies on the permission of the Camera, not the permission
of the application firing the event.
    2. If you don't declare camera permission, the result of cordova.hasPermission(CAMERA),
assuming CAMERA is the string containing the Camera permission, would be false.  We shouldn't
request permissions for things that we're not actually doing, such as taking a photo.
