I think we should re-consider our decision to make it read-only in July, since there is still
a fair amount of update activity on the CPR. I'm guessing plugin developers continue to update
CPR because older versions of CLI only supports CPR & newer versions support both CPR
& NPM. 

Removing publish capability from newer versions of plugman gives us a lot of benefit in upgrading
our npm node module dependency.

I guess I said REST API redirect, I guess it can also be a dns redirect for registry.cordova.io
