+1 on deprecation to the platform. I think we should also ensure that all plugins now refer
to Windows instead of windows8 platform.

cordova-windows contains code for windows universal apps ( windows 8.1 and
wp8.1 )
It also contains legacy support for windows8.0

To target wp8.1 you :
> cordova platform add windows

# deploy app to Windows Phone 8.1 emulator
> cordova run windows -- --phone

# deploy app to connected device
> cordova run windows --device -- --phone
