Subject [Android] exit is not sent when about:blank is loaded

Hi,

I would like anyone to take a look at this JIRA issue.
https://issues.apache.org/jira/browse/CB-8317

It seems that loading about:blank triggered by handleDestroy() does not send exit message
to CordovaActivity.onMessage().
Current implementation looks like even core component is not able to load about:blank in any
way. Is it right?

I made a patch for this (it's described in the JIRA) but I'm not sure what the purpose of
blocking about:blank loading so I would like some feedback on this.
