#1 I see that cordova-windows and cordova-wp8 are still 3.5.0 here

And the '[Release + 3.6.0] Test & Tag 3.6.0 for Windows Phone 7 & 8' issue is still
opened. Does this mean that that cordova-wp8 package has not been created yet? Asking due
to the following reasons:
 * 3.6.x branch does not contain release notes updated
 * additional tweak for WP8 is required to be correctly published to npm - see below.

#2 cordova-wp8 distributed to npm has 'node_modules' folder missing so fails to install (this
is due to 'npm pack' specific logic which removed this folder, we should  move node_modules
to bin, will push a fix for this in master soon).

I generated the packages using npm pack. These are now identical to what is posted on npm
under the rc tag.

To test:

npm install -g cordova@rc

This will grab all of the above repos from their corresponding tags.

Notable exceptions: mobile-spec and app-hello-world do not get released on npm. Therefore
they were not generated with npm pack.

Upon a successful vote I will upload the archives to dist/, publish them to NPM, and post
the corresponding blog post.

Voting guidelines:

Voting will go on for a minimum of 72 hours.

I vote +1:
* Ran coho audit-license-headers over the relevant repos
* Used `license-checker` to ensure all dependencies have Apache-compatible licenses
