Ian, thank you so much for the suggestion.
I have not had any luck getting it to work.

Running the Cordova CLI you provided comes back with a message Plugin
"org.apache.cordova.file" already installed, 'sall good.
I tried removing the plugin first but that didn't help either.

Moreover, I have tried to put in the diffs myself, but I have so
little knowledge of Cordova structure that I haven't been able to do
that either.
I was able to find "CDVFile.m" to apply your changes, but I do not
know where the file
"diff --git a/file/index.html b/file/index.html" is even located to
add testPrivateURL function.

Any other suggestions?
Maybe there is something obvious I am missing with respects to getting
your fixed plugin?
