Ya the cordova serve command isn't working for me either.

Just did these steps:
npm install cordova -g
cordova create foo
cd foo
cordova platform add ios
cordova serve ios
// says it's now serving on http://0.0.0.0:8000/
// browse to localhost:8000
// see '404 Not Found'
