I've added a top-level project settings guide that is platform agnostic. There is also now a stub for Windows 8-specific guide w.r.t. the project settings.

Can you fill out the details of the Windows 8 guide for the project settings and add any {{<preference>}} tag support that is not mentioned?

You can follow the Android and iOS guides as a template.
