The reason is because the create script:

- runs {{ant dist}}
- then copies the {{./dist/sample}} app to the project path specified by the user. This sample
already has default app name and package id.
- the create script ends by interpolating tokens (__NAME__ and __PACKAGE__) it expects in
the config.xml to exist. But because it created a sample application first, these tokens do
not exist in the sample app config.xml.

In fact, the {{./bin/templates}} directory is completely unused. This must have not functioned
at all for a few releases.
