My conclusion is this is an iOS 6 thing, not a Cordova issue.

I commented out any of our web storage backup code, and put breakpoints just in case to our
CDVLocalStorage plugin (they never get hit). I also removed the cordova.js from the index.html,
and set a timeout of 3s on the window.openDatabase call. 

Removing those items still results in the problem you are seeing.
