I currently use the Cordova 'Android JavaScript' to do testing in the browser. Chrome and
Safari work nicely since they are both based on WebKit.

It would be nice to use HTML5 javascript that is expected to work in any HTML5 browser. 

There are HTML5 features like getUserMedia() to take a picture within the browser.
Here’s some rough code:

There's still a long way to go from HTML5 to be a 'platform', but it would be useful for testing/debugging
in the short term.
