Thanks Joe. I was about to post:

	It looks like running "create" and "ant jar" on the master branch of https://github.com/apache/incubator-cordova-android.git
work. The deprication complaints are still there, but the jar builds.

So I guess that brings me full circle. Where are the pre-compiled JARs? They don't appear
to be in the zip file linked from http://incubator.apache.org/cordova/#download
