Well, when I don't set this option, it recognizes all sub-modules.  When I set it, it only
builds the parent which is basically nothing (33 seconds of fluff).  Any clue why this would
be?

No idea without seeing your project and pom structure.  A typical
Maven build has a parent pom with <modules> and Maven will build all
the pieces in the right order with one command from the 'top'.
