Subject Need to validate projects before they can be added/built

I'm having trouble with people adding and building projects that do
not have a -SNAPSHOT version number.

The artifacts end up in the releases repository, but without a svn tag
or any of the checks that the release plugin does.

What would it take to add some sort of project validation step when
adding a project to Continuum, and before it is allowed to build?
Something like a rule you define, and then check off when it applies
-- project add, project build, but not release.

Another rule I'd like to enforce is that all projects follow up to an
organization level parent pom.
