Subject failing to see the Build Queue (was: upgrading from 1.1 to latest SNAPSHOT)

I analyzed the issue.
There are two rights regarding queues:
continuum-manage-queues
continuum-view-queues

However there are no corresponding checkboxes in the user's admin page.
Also I don't understand the logics of the users database schema.
Is there any docs available?
I don't see how to assign roles to a user. SECURITY_USER_ASSIGNMENTS seems to not assign anything.
Who is responsible for this authentication system? 
It should not be a back box...

there is no directory "users" existing in the continuum-webapp.
Before upgrading we used continuum 1.1 webapp, running on JBoss/mysql5/linux.

I checked also the tables in the users db, but couldn't find anything related to the queue...

I forgot to mention we are using mysql, not derby.
Which table to EMPTY ?

Yes you can delete it.
It's directory called users at the same level as the continuum
database directory.
