We have fixed some issues on settings loading in 1.0.3 that will be release in few days.
Perhaps you can try a snapshot verion of it : 
http://maven.zones.apache.org/~continuum/builds/branches/continuum-1.0.x/

Your settings.xml is under /usr/jviews/continuum-1.0.2/bin/linux/conf/ or in ${user.home/.m2/
