I am using

    OpenSSH_3.9p1, OpenSSL 0.9.7e 25 Oct 2004

it is set in the configuration file

    /etc/profile.d/cvs.sh

 for all users of the Suse 9.3  server.

If it can be useful to you, I get the same error if I manually launch 
continuum with plexus.sh
