Adding that made things work perfectly. It descended into all three levels of modules and
pulled everything in.

<allowedScheme implementation="java.lang.String">file</allowedScheme>
after line 430 in apps/continuum/conf/application.xml?
And after you try to use an url file:///path_to_your_pom
