We were able to delete the project in the group by doing the following:
1. Set to null the PROJECTDEPENDENCY.DEPENDENCIES_ID_OWN column of all project dependencies
referring to the ID of the deploy plugin project
2. Set to null the PROJECT.PARENT_PROJECTDEPENDENCY_ID_OID column of the deploy plugin project
