"provide parameters" option in release perform should not require the prepared-releases.xml

--------------------------------------------------------------------------------------------

                 Key: CONTINUUM-2451
                 URL: http://jira.codehaus.org/browse/CONTINUUM-2451
             Project: Continuum
          Issue Type: Bug
          Components: Distributed Builds, Release
    Affects Versions: 1.3.4
            Reporter: Maria Catherine Tan

The prepared-releases.xml contains the build agent url, release id and release name.

This file is used by the release perform so it will know which agent the release prepare was
done.

However, when "providing parameters" during release perform, it should not look for this file.
