Ability to lock a build definition and prevent project developers from changing/deleting it

As a system administrator in a corporate environment, I have some build definitions that are mandatory.  Projects should not be able to modify or delete them.  (For example, a weekly scan for security vulnerabilities in project source code.)

Currently project group developers can edit or delete any build definition in their project group.
