As a system administrator, I want some control over the order of projects in the build queue(s).

Currently I can look at the displayQueues page and see the Current Build as well as all the
things in the various queues, and I can cancel builds.

Minimally, I would like to be able to choose an item and move it to the front of the line
so that it builds next, after the current build finishes.

(Ideally I could move things up and down in the various queues and have total control over
the order.)
