By default, email validation is required, but you should be able to turn this off by adding
*email.validation.required=false* in $CONTINUUM_HOME/apps/continuum/WEB-INF/classes/org/apache/maven/continuum/security.properties

I think the handling of error message is more of a Redback issue though.
